Councillors will discuss how to deal with wind farm applications after controversially snubbing Parliamentary orders to increase renewable energy production.
Earlier this year, a U-turn saw members give the go ahead to a turbine on Denbighshire moorland.
But plans for another less than a mile away were refused for the second time.
Environment minister Jane Davidson accused the council of “inconsistency”.
Now the authority will set new decision-making guidelines at a meeting of full council on Tuesday.
Earlier this year, the planning committee reversed a shock decision to refuse applications for wind farms in the Nantglyn area. Their original ruling went against the advice of their own experts and the recommendations of Parliament on the grounds of “noise, flooding and landscape amenity.”
The same grounds were used for other developments which were later approved.
In a letter to the authority, environment minister Jane Davidson said: “It still remains up to local planning authorities in conjunction with the communities they serve, to decide whether applications for wind farms should be given consent.”
But council chief executive Ian Miller said the case at Wern Ddu, Gwyddelwern was taken out of their hands by an inspector.
