What happens if wind turbines are shut down?

When I visited California in 1996, I was struck by the landscape blighted with broken wind turbines. None were in use, with one, two or all the blades missing.

I asked around why they were not in use and if they weren’t going to be used, why were they not taken down as they were so ugly, ruining the scenery.

I got no answers.

If they decide to give up the turbines here for whatever reason in the future, is there something in writing that they must be removed or can the same thing happen here?
