GLOUCESTER – The City Council is expected to act Tuesday on a proposal to place a wind turbine on private land. Gloucester resident Mac S. Bell is seeking a special permit to erect the 180-foot high turbine on land he owns at 33 Emerson Ave. If he gains approval, Bell plans to build an adjacent 79,000 square-foot commercial building that would be powered by the 250-kilowatt turbine, according to assistant city clerk Jeremy Gillis. The council’s Planning and Development Committee gave the special permit request a favorable recommendation. Tuesday’s meeting will be held at 7 p.m. in the council’s chambers at City Hall. – John Laidler
