CRMC delays moratorium vote

The Coastal Resources Management Council this week postponed establishing a moratorium on alternative energy projects in state waters.

At the March 11 meeting Malcolm Spaulding, professor of ocean engineering at the University of Rhode Island, and CRMC Director Grover Fugate made lengthy presentations regarding what would be involved in creating an ocean special area management plan, or SAMP. A SAMP would ideally result in an oceanic map of state waters highlighting optimal wind and wave energy areas.

CRMC spokeswoman Laura Ricketson-Dwyer said the council decided not to vote on a moratorium until getting more information about how the mapping would be funded.

Waters south of Block Island still looked like a “good possibility” for a wind farm, she said, because there is “nothing between you and the open ocean.”
