At its meeting last week, Gillingham Town Council’s planning committee formed the following list of issues to be considered as green-energy company Ecotricity looks at Silton as a possible location for a new wind farm: Access; aircraft; alternative power production options such as hydro power, off shore wind turbines and bio-mass; archaeology; bird migration; carbon cost benefits; communications link interference; company competitive cost comparisons; conservation official’s report; consideration of alternative sites and layouts; construction impact; construction wastes; cost effectiveness; cost implications of connection to the National Grid; CPRE report; distraction to highway users; economic benefits to the area; energy and emissions savings benefits; flooding; geology; health; highway report, including the impact of abnormal loads and consequential road closures, for Dorset, Somerset and Wiltshire; historic environment; hydrology; justification on scale and size; landfill/contaminated land report; landscape; light interruption effects/shadow flicker; noise; planning policy; property devaluation; public rights of way; public safety; radar interference; rugby club; subsonic effect on listed and old buildings; site decontamination; television signal interference; tourism; transportation of turbines to site; visual impact, including the impact of connection to the National Grid; vibrations; water ecology; wind displacement; wildlife; and wind resource.
