An application for four wind turbines at Galsworthy Farm has been submitted to Torridge District Council.
The proposal, by Ecotricity, has already come under fire from objectors.
Laura Holt, from Torrington, is worried residents may not put forward their opinions to the council because of the Christmas period.
But Torridge District Council said a notice of the application was due to be published on December 27 and residents would have 21 days – until January 17, 2008 – to comment.
Chris Preece, major planning officer, said: “The council will accept representations on planning applications after the expiry of the minimum 21 day consultation period and up to the time it makes its decision on the application.”
Mr Preece said he expected councillors would decide on the proposal on February 28.
The managing director of Ecotricity, Dale Vince, added: “We submitted the planning application on November 29 – a long way before Christmas.”
The four wind turbines at Galsworthy, if given the go-ahead, will be 100 metres high to the blade tip.
