Bring all wind turbines up to their full potential

When the idea of putting wind turbines on the waterfront came about, I was, for the most part, for them. But the tradeoff of large, alien-looking towers for the production of green energy falls to the wayside when, day after day, only one or two of the turbines are being utilized. What a waste of a good idea. I would hope that before any plans to erect others get under way, the eight that are already up are used to their full potential.
