LUC rejects second resident-made wind turbine resolution 

It was reported that the Logan-Union-Champaign Regional Planning Commission rejected the second resident-prepared resolution concerning the placement of industrial wind turbines in Union Township.

A previous proposal was also shot down by the LUC citing it was too restrictive. Julia Johnson, of Union Neighbors United, said in a recent press release, that her group looked at the issues as outlined by the Champaign County Prosecutor’s Office and made the appropriate changes.

According to Union Township Zoning Commission President BIll Runyan, the LUC’s rejection isn’t necessarily the end all to the new proposal made by the UNU, but it “carries a good bit of weight.”

Runyan said it was hard to say why the LUC turned down the proposal, but the commission will be holding a public hearing for it on Sept. 27.

He added that LUC is a group whose guidance is respected but the actual governing is set to the zoning commission, the township trustees and the board of zoning appeals. He likened the three bodies to the checks and balances system set up at the national level with the executive, legislative and judicial branches.

Runyan explained where the proposal will head from this point.

“LUC will send Ken (Commission Secretary Ken Davis) a letter stating its rejection. We have to act on that and then have 30 days to send a letter to the trustees, then they have to act within 30 days of receiving our letter.” After the trustees, the BZA will have to act on the proposal.

He admitted that all the roads it takes to put a resolution through can be confusing, but that it is a system that works.

The Union Township Zoning Commission public hearing will be held Sept. 27 at 7:30 p.m. at the Champaign County Community Center. Like past hearings, there will be a limited number of public participants and each will have a limited amount of time to speak.
