A wind study involving the Alliance for Municipal Power, SUNY Canton and a developer is on hold until AMP has cleared other hurdles toward establishing a municipal utility.
“It would be a nice project to do eventually,” AMP Chairman Robert C. Best Jr. said. “There’s nothing to stop an individual town from doing it.”
AMP approved a memorandum of understanding this spring with Empire State Wind Energy – a venture of entrepreneur B. Thomas Golisano and Keith D. Pitman, former superintendent of the Massena Electric Department – and SUNY Canton for a wind study at four unspecified sites in St. Lawrence County.
If the study showed sufficient amounts of wind, Empire State would have developed windmills for AMP’s use. SUNY Canton students would have helped analyze study data.
But an attorney for AMP was concerned the arrangement with Empire State could become enmeshed in any bonding AMP sought to set up its utility.
“Our intention was not to make money,” Mr. Best said. “We wanted the windmills to have a steady supply of power.”
There were also questions about how much authority AMP had to make the agreement with Empire State, Mr. Best said.
