Councillors have rejected plans for a 10-turbine wind farm near Ashkirk in the Scottish Borders.
Airtricity had wanted to build the development at Langhope Rig off the B711 road.
Council officials had recommended the plans be approved with a list of 35 detailed conditions.
Development control councillors voiced concerns over the visual impact of the plan. An Airtricity spokesman said the firm was “extremely disappointed”.
