House takes up climate bill; taxing wind projects at issue

A dispute among House Democrats about how much to tax wind energy projects is at the center of a debate about a global climate change initiative.
The House Natural Resources Committee has drafted a bill that’s designed to promote energy efficiency.
It proposed a tax rate for new wind energy developments, but the tax-writing House Ways and Means Committee suggested doubling the rate.
Wind developers say the higher rate would make their projects economically unfeasible.
Advocates of the lower tax say it would help to promote construction of wind projects because they would be more affordable.
