Copeland councillors have refused planning permission for the five-turbine windfarm at Pica.
On Wednesday, the panel voted five to three against the plans for Fairfield Farm, submitted by Bristol-based Wind Prospect Ltd.
However, because the councillors had been recommended to accept the plans, they will go back before the panel for re-consideration next month.
The site has been the subject of proposals for a number of years.
The previous application – for six turbines – was withdrawn in January 2006, and plans were re-submitted in October, with the number of turbines reduced by one and a re-organisation of their layout.
The plans have been met with opposition since they were unveiled.
Distington Parish Council have launched a formal objection, and the plans have received 20 individual letters of objection from residents. They were also the subject of a public meeting in January.
At Wednesday’s meeting, Coun Norman Clarkson urged the panel to reject the ‘insane’ developments.
Pica resident Julia Lynn also spoke in opposition of the plans, saying: “We do not want to see the landscape littered with new industry.”
However, Adrian Maddox, of Wind Prospect Ltd, said the development was necessary to help meet the national need for renewable energy.
