BEAR CREEK TWP. – Sewers weren’t on the agenda, nor was the sewage enforcement officer at the meeting.
Still, the township supervisors’ meeting Monday was dominated by public debate over the re-hiring of Frank Egenski as sewage enforcement officer, his past work and the ongoing concern over a state Department of Environmental Protection order for the township to submit a plan dealing with on-lot sewage system problems.
Egenski was re-appointed at a special meeting Jan. 12. Supervisors Bonnie Wasilewski and Ruth Koval agreed to “hold up” his re-appointment at the Jan. 8 meeting until he addressed questions from the public. Supervisor Gary Slusser was not at the Jan. 8 meeting. Egenski never addressed public questions before he was reappointed. He is in Florida and could not attend Monday’s meeting, Koval said.
Wasilewski said Egenski is hired by the supervisors and is to report them. Any public questions should be addressed to the supervisors.
Egenski’s tenure as sewage enforcement officer has been brought into question as the township faces problems in updating its Act 537 plan and a public outcry against a 1,000-gallon holding tank that was installed at the windmill site on Bald Mountain built by Community Energy.
In a letter read by Slusser, Egenski said the holding tank permit was issued by mistake to the wind farm. The 1,000- gallon tank is used at the wind farm’s office building, and pumped every 20 days, said Tom Susko, the wind farm’s project manager. Susko was at the meeting to give his monthly report about the wind farm. DEP does not allow homeowners to have holding tanks on their properties.
In other news, township Solicitor William Vinsko said the election bureau is considering redrawing voting districts to coincide with population changes. District one and two in the township would be affected.
