Planners have called a special meeting on Tuesday to discuss a proposal to erect four wind turbine generators at Aston Grange, Aston Lane, near Frodsham.
There has been an angry reaction from protestors after planning officers at Vale Royal Borough Council recommended it for approval.
The proposal is to put up four wind turbine generators up to 125metres high with associated electrical and communication cables, sub-station and anemometry mast.

There would also be new site access roads and temporary access provisions.
The planning report noted there had been significant opposition to the plan, but not from statutory bodies or consultants employed to examine the impact on the landscape and visual impact.
Very special circumstances had shown why the development was acceptable.
The report said: “This is due to the wider environmental benefits it brings, in the Government’s objectives on climate change and its contribution towards renewable energy targets.”
Steve Pardoe, vice chairman of Acton Bridge Parish Council, said eight parish councils opposed the plan.
He said: ”
“The parish council’s objections, together with those of the Ramblers’ Association, Campaign to Protect Rural England (CPRE), British Horse Society, Mid-Cheshire Bridleway Association, Mid-Cheshire Orni- thological Society and Cheshire Wildlife Trust have been swept aside.
“So have 322 letters and emails from members of the public.
“Genuine concerns about safety and amenity and the blight on this delightful part of rural Cheshire apparently count for nothing.”
