Plans to build a wind farm in north Cornwall with five turbines are being backed by the county council.
Councillors considered the plan for the 71m high (232ft) turbines on land at Otterham, near Camelford, at a meeting on Thursday morning.
North Cornwall District Council will now make a final decision on whether it goes ahead.
It is the third time an application has been made for a wind farm in the area, not all by the same applicant.
The proposed site is near an area of outstanding natural beauty, but the report said care would be taken not to clutter the skyline.
