A California-based company specializing in wind power for electrical generation has come to terms with one Guthrie County landowner on an easement that will allow study of wind and weather monitoring for the alternative energy source.
Information filed in the Guthrie County recorder’s office shows Clipper Windpower Development Company, Inc. of Carpinteria, CA has signed a windpark easement agreement with Ricky Sheeder of rural Adair.
The Sheeder land is located in Section 28 of Grant Township about one mile north of Adair.
Guthrie County has no wind turbines, but two very visible ones are located in northern Adair County along Interstate-80. The first was constructed at Owner Revolution (formerly Schafer Systems) at Adair and the second by Stuart Municipal Utilities in 2005.
Clipper Windpower, Inc. this spring contacted Guthrie County officials about rules and regulations for putting up a test wind turbine to determine wind velocity in the southwest part of the county. The firm specifically identified Bear Grove and Grant townships near the Audubon County line. They were told to deal directly with property owners as the county had no standards regarding wind turbines.
Because of the inquiry by Clipper Windpower, the Guthrie County board of supervisors passed a wind energy assessment ordinance. It states that if wind turbines are erected in Guthrie County, they will be assessed by the county and not by the state. “It simply means if there is any future tax revenue from wind generation equipment, it will go to the county instead of the state,” explained county auditor John Rutledge.
Clipper Windpower operates a manufacturing and assembly plant in Cedar Rapids.
