“Since wind supplies only intermittent power, its power purchasers have been unable to credit any of the wind project’s rated capacity towards their minimum reserve capacity requirements needed to assure a reliable power supply. As a result, wind purchases did not avoid or delay the buyers need to build or purchase new power capacity to meet their growing load requirements. Wind projects supplied only energy not capacity.”
