This briefing paper tracks the author’s personal experiences, research, and thoughts about the Wind Farm/Energy controversy now underway in Hammond, NY. An undercurrent of citizen concerns became a “cause célèbre” when the Town Board enacted a law that would govern the placement and regulation of wind turbines within our community.
