Texas now leads the nation in wind generation capacity, as entrepreneurs including billionaire oil investor T. Boone Pickens join others in a rush to build turbines on the state’s vast, wind-swept prairies.

The county planning commission will take testimony tonight on a proposed zoning ordinance that has drawn heated opposition from foes of a proposed wind project near Underwood Mountain, just outside the Columbia River Gorge National Scenic Area boundary.

The Northwest is awash in electric power this spring.
Rivers are swollen. Columbia River dams are running full bore. Wind farm blades are spinning.
That should be good news for the Northwest, where hydropower is cheap and wind is a leader in renewable energy. And it should be good news for California, a huge electricity consumer that often sucks up Oregon’s springtime surplus.

Still in the analytical stage, the project could cover about 23 square miles (14,600 acres) of desert scrub and farmland northeast of Withrow with three-bladed wind machines that . . .

OLYMPIA — The Legislature is considering a bill that would front cash incentives owed by the federal government to public developers of wind farms and other environmentally friendly power projects.
In Washington, that would be Energy Northwest. It operates the Nine Canyon Wind Project south of the Tri-Cities and estimates it had been shorted $5 million through 2006 because Congress hasn’t approved enough money to fund publicly owned projects nationwide.
The Renewable Energy Production Incentive, or REPI, program was set up in . . .

County Deputy Prosecutor Neil Caulkins recently released the information in connection with the county’s court appeal of Gov. Chris Gregoire’s decision last year to approve the Kittitas Valley wind farm, a 65-turbine project . . .

As citizens living in a democracy, the relationship we have with government must reflect qualities and expectations we typically apply to our most personal relationships: Trust, respect, loyalty, fairness and honesty — to name a few.
In our relationship with public officials that are elected, appointed or hired to serve us, things seem to be going sideways with increasing momentum. Reports of unethical behavior, poorly executed programs and grossly mismanaged money are increasing common on the nightly evening news.
Most disturbing, however, . . .

Kittitas County, where strong winds whip across the landscape, is an ideal location for wind turbines.
For some in the county, that’s been a decidedly mixed blessing.
While wind-farm applications bring in permitting fees, and the existing Wild Horse wind project will generate about $1 million a year in property taxes, the County Commission is fighting two other wind-farm proposals in legal battles that may continue for months, if not years, to come.
Such battles may become more widespread as the state faces . . .

That’s one example of the small-community feel that McClain cherishes, and part of the reason he’s concerned about managing the region’s growth as a county commissioner.
Key to managing that growth, he said, is maintaining local . . .

Connecting the dots, Spadaro imagines a day when dozens of giant wind turbines planted on these ridges will harness the gusts that blow through the Columbia River Gorge.
