CUMBERLAND — It was a good beginning. But there is still a very long way to go.
That was the consensus among Allegany County Planning and Zoning Commission members and members of the public who testified Wednesday on the proposed modifications to the zoning code regarding industrial wind energy conversion systems and wind turbines for residential and agricultural uses.
The discussion had been initiated in March by Frostburg resident John Bambacus, who has consistently . . .

How many miles must a utility go before it can save lots of cash?
The answer? It’s blowing in the wind — somewhere in Pennsylvania.
In a move managers say will save millions over the next decade, the Washington Suburban Sanitary Commission is now importing electricity from wind turbines in Stoystown, Pa., to save costs on water treatment in Prince George’s and Montgomery counties.
Energy from 14 giant propellers in the hills approaching Pittsburgh now gets zapped 171 miles south to Laurel, where . . .

The Maryland Public Service Commission is requiring more information from Criterion Power Partners, LLC for the proposed Backbone Mountain wind turbine project.
According to a letter sent by Terry Romine, executive secretary of the PSC, to Kevin Rackstraw, developmental leader at Clipper Windpower, the commission has several questions about the interconnection agreement that would allow the wind turbine project to connect with the grid and Allegheny Power.
“With this particular project,” Todd Meyers, spokes-man for Allegheny Power, said, “the company’s studies were . . .

The new law would outline locations and lot sizes where such systems would be allowed. Planning staff members are expected to a draft ordinance to the commissioners some time this summer.

The question about whether Garrett County will use its power of eminent domain to seize private property if a citizen refuses to grant an easement to a wind turbine company is purely a hypothetical one, according to the Garrett County commissioners. The officials indicated on Tuesday that they have no desire to use that power anytime in the near future.

Let me share two items that emerged at the recent Maryland Public Service Commission administrative hearing on the Criterion Wind application. Because of its expected unreliability, the PJM grid, which produces up to 140,000MW, has granted this project only 13% of its 70MW nameplate capacity. This means that, if there is a transmission crunch, as is often the case, the grid will limit transmission from Criterion to 9MW–which ought to be important news to wind investors and those expecting revenues . . .

When Gov. Martin O’Malley faced that choice in April , he opted for the latter, and in no uncertain terms.

However, the fact that destruction of the last remaining bits of wilderness in Maryland was even seriously considered is a sad testament to how crazy the whole debate over wind energy in Western Maryland has become.
And let there be no doubt that wind developers will now be redoubling their efforts to construct ever-larger wind turbines on private lands . . .

Thanks to legislation passed a year ago, some wind-generation projects, such as the one Clipper Windpower Inc. wants to erect on Backbone Mountain, qualify for what is referred to as “fast-track approval,” a move designed to circumvent much of the resistance created by those who are opposed to wind farms.
