An unprecedented battle between two utilities seeking to build key high-voltage transmission lines in southwest Kansas looked poised to stretch into the future Wednesday.
Despite a proposed settlement aimed at allowing each company to build a portion of the project, the fight over the so-called V-plan looked likely to remain before utility regulators instead.
Electric power providers for central and western Kansas announced late Tuesday evening that they had reached a deal with a transmission-building utility, ITC Great Plains, to . . .

T. Boone Pickens has made quite a stir with his commercials about the need for wind power. For an oilman, he’s putting down a big bet on renewable energy.
His plan: Use wind power to replace much of the natural gas now used to generate electricity. Then shift that gas to cars and stop paying so much for foreign oil.
Sounds good, but on the scale that Pickens envisions, this is a pipe dream.
Certainly wind power has grown rapidly in the last . . .

The board has been working to develop the regulations for several months, and with a couple extra work sessions, hopes to wrap the process up by November.

On June 26, two of our county commissioners fired the shot heard round the world. I assure you that within 24 hours every large wind farm conglomerate in the world got the news that the biased, hand-picked zoning committee had accomplished their mission. They all now know that Ellis County has a board and commissioners that have set up some of the most liberal zoning rules in the nation.
Since they all need the veil of protection offered by zoning, they . . .

They’re looking to utilities and other companies to build new transmission lines, and a fight has started in Kansas for the right to build — and profit from — the first stretches of a regional, high-voltage circuit.
Two rival projects, each expected to cost $2.2 million a mile, are in the works to link Wichita to . . .

Westar Energy and Electric Transmission America have banded together in hopes of building ultra-high capacity transmission lines between Wichita and the Spearville substation.
The partnership, dubbed Prairie Wind Transmission, is expected to get under way after the company receives government approval for the project, according to a statement released by Westar Energy.
The purpose of the transmission lines was to provide an opportunity for Kansas’ renewable wind energy to be shipped across the state . . .

The process of developing wind power regulations is underway for the city of Hays.
On Monday night, the Hays Area Planning Commission discussed the wind power moratorium, which is in effect until Dec. 31.
“I do think (we need) a four- to six-month investment of time and energy to do research and make sure that we have consideration,” Chairman Larry Gould said.
The subject originally came before the commission after developer Wes Bainter, Hoxie, inquired about installing wind generators for a senior apartment . . .

Westar Energy and Electric Transmission America announced today that they have formed a joint venture to build ultra-high capacity transmission lines to aid in the development of wind power.
The venture, Prairie Wind Transmission, proposes to build about 230 miles of 765 kilovolt transmission lines from Wichita to Dodge City and then to the Kansas border.
These facilities are expected to be ready by late 2013.
The two companies will own equal shares in Prairie Wind.

The Saline County Commission unanimously approved the amendment, which will accommodate about a half-dozen people who have approached Planning and Zoning Director Vicki Koepsel in the past year about installing their own wind systems.

Preface any project or technology with the word “renewable,” and it is almost guaranteed to generate automatic public support and popularity, even though it is invariably linked to some handout for big corporate interests. Powerful lobby groups representing private interest sectors are the primary beneficiaries of these policies, rather than the public interest.

The planners will resume their work on a set of proposed rules for small wind generators when they meet at 7:30 p.m. Thursday at the Franklin County Annex, 1418 S. Main St.
The proposed lot sizes and setbacks — how far away the generator and tower have to be from property lines and easements — have . . .

The requested waiver on wind energy development in Ellis County will resurface for further discussion June 2 after county commissioners opted to table action Monday.
Commissioners agreed to postpone making a decision until the Joint Planning Commission, which is in the process of reviewing and amending wind farm zoning regulations, has a chance to discuss the request and make a recommendation.

The Ellis County Commission this morning tabled a request to waive a yearlong waiting period for a second attempt at a wind farm southwest of Hays.
Commissioners opted instead to send the waiver — required after the developer’s initial proposal was rejected last year — to the county’s zoning commission for review and recommendation.
The commission is expected to again discuss the waiver request at its June 2 meeting.

About eight months after a 2-1 Ellis County Commission vote denied an application for a wind energy project south and southwest of Hays, the issue is set to return to the table.
At Monday’s meeting, the commission will be asked to waive a year-long moratorium required by county zoning regulations and enforced last September when the conditional-use permit was rejected.
Project boundaries for the most recent application have been scaled back 1,000 feet from surrounding landowners, virtually eliminating the 1,000-foot protest area . . .
