Governor signs modified Block Island Wind farm law

Gov. Don Carcieri this week signed modified legislation that would allow Deepwater Wind to install up to eight wind turbines in state waters south of Block Island capable of generating 12 megawatts of electricity operating at 40 percent efficiency.

An earlier version of the legislation limited the proposed farm’s output to 10 megawatts, creating a stumbling block in contract negotiations between Deepwater and National Grid. Grid argued that the proposed electricity price, based on a six-turbine farm with a 10-mw output, was unreasonably high at 30.7 cents per kilowatt-hour. With eight turbines, Deepwater says it can bring the price down to 20 cents per kWh. The two entities are expected to return to the negotiation table.
