Policy problem of wind energy in New York

To begin to understand this problem it is necessary to assess realistically the contribution industrial wind plants can make to New York’s electricity needs, and to assess the land resources that will be needed. Utility terms “capacity factor,” the “capacity credit” assigned to a power plant by a regional electric grid operator, and the plant’s “baseload capacity” are helpful for understanding the ability of wind to generate electricity. …
